I spotted this in the bathroom the other night, sat on a tile. Its about 10mm long and has fine hairs on the wings. I noticed the halteres and thought Tipulidae!

Looks more like Cecidomyiidae

Cecidomyiinae, the subfamily including the gall makers. 10 mm is very large.
