found this little diptera:

04.08.2012 - Val di Non (TN) North Italy, 1.000m altitude

Without prealar, yellow legs (only forefemur infuscated) and yellowish wings, I am more thinking about Delia coarctata.

Do you have some other identification key for the Delia sp.?
