My guess is Bibionidae, I also posted it couple of years ago and no one knew for sure too.

Probably Chiromyza species too, at least Chiromyza vittata* occurs in Brazil but can't find picture of it, the head is very different from the Chiromyza species of the links above (maybe sexual dimorphism?).
