Meromyza ? filippovi Ozerov, 2008 (Chloropidae). Meromyza spp. normally can only be identified after the male (and partly also female) genitalia. But this image shows a peculiar black 5th tarsal segment in combination with other applying characters. After the most recent key for 72 Palaearctic and Oriental Meromyza spp. (Nartshuk & Fedoseeva 2011, Ent. Rev. 91: 103-120) it runs easily to couplet 13. Dear “evdb”, please submit the detailed finding data as this species is only known from European Turkey. Did you collect the specimen for a further check, being possibly a male?
