Looks like a very odd male Chironomidae. Do you have a dorsal view? Interesting features are wing veins and male terminalia.

The projecting scutum matches the description of
Eurycnemus, and the thick fore legs would match the specific name
E. crassipes (only European species). I do not know what this species looks like; most Orthocladiinae are not greenish but there are exceptions. Larvae are parsitic on Trichoptera, in flowing water.

Seems to match the image given
HERE, though that specimen might be somewhat bleached in the collection.
