Probably Orthocladiinae or Prodiamesinae. Not sure. A closer look might help. If it has a faint M-Cu crossvein it is not Orthocladiinae.

Looks like Prodiamesinae: M-Cu present, intersects Cu before fork, R2+3 not forked. The guide to British Chironomidae lists five species. A closeup of the top of the head and the palps might allow further ID. Odontomesa lacks dorsal eye extensions and has a tooth at the tip of one of the segments of the palp. Other regional genera have long dorsal eye extensions in the male and lack the tooth. Eyes can be sexually dimorphic, however, with female eyes smaller. I do not have a key for females.
