On an apple flower. Size # 11 mm
Possible to get genus ?

Chironomini. If the body is 11 mm the wings should be about 6 mm. Few genera are so large. You have some green species of Chironomus in Europe. Possibly this is one of them.

ID is often aided by a dorsal closeup of male terminalia.
