These flies were common on leaves in deciduous woods. Massachusetts, USA April 7, 2012.

Very tricky, but at a guess I'd say either
Campylocheata or
Lypha sp. ... you have both genera over there, I believe :) With a specimen you would have no doubt but the North American fauna is not well studied outside museums :(
