Hi

Is it possible to go to genus for this Psychodidae ?
Today, on Hemerocallis on bank of a pond, Center of France :

I would guess Pericoma, at least something in the tribe Pericomaini.

They are awesome. And if you make slides of them, they are not that hard to identify, either.
