Hello,

is the family correct? Genus recognizable?
Location: Germany, east of Northrhine-Westphalia, wet meadow with deciduous trees, 100 msm, size 6 mm with wings, photos on 13.04.2011.

I'd say it is a male Lypha dubia, a spring species.
