Hello,
I know that the photo is not good, but is it nevertheless possible to identify the genus? The photo is from last august from the bavarian alps near Garmisch-Patenkirchen.

The short answer is "no". Since Psychodid specialists mostly work on dissected specimens it is quite hard to get decent habitus identifications of all but the most common species.
That being said, my guess would be that this is a
Pericoma.
