Anthomyiidae.
Arista seems haired and possible orbital seta present, but a bit blur and not sharp to see.

Do you have sharper photos of the head.....or just other photos where i maybe can see other characters for a possible ID.

Shame....still looks interesting.
I am thinking about Chirosia or Zaphne, but without further details it wil be difficult.
Maybe Stephen or Ackland can see more...
