Epistrophe has the sides of the thorax yellow. Besides there is no species of Epistrophe that has spots on tergite two and three like this.
This is a fly of the genus Xanthandrus, closely related to Melanostoma and Platycheirus.
There are only three Palearctic species. Two species are restricted to Islands in the Atlantic. Therefore this can only be X. comtus, an uncommon species for the south of Europe.
