Anyone who could come close to an ID of this, rather large, nematocera?

Probably Demeijerea rufipes.

So, I was right with my idea it was a Chironomid.
Are there species alike this one? Is it common? Rare?

My memory tells me there is nothing like it in Europe. There are two similar species of the genus in America. The original name is Tipula rufipes Linnaeus, 1761 so I assume it is common.

American species "mine in freshwater sponges, bryozoans and plants such as Bur-reed, Sparganium americanum (Nuttall)." (Epler, 2001) The only one I ever saw was next to a shallow pond.
