Hello,
this 4-5mm long fly is from last april from a fallow land near the south east coast of Sicily. What is it? Perhaps something near Minettia?

Lipara similis Schiner, 1854 (Chloropidae, Oscinellinae). The smallest European Lipara species, like L. lucens densely covered with hairs, but silvery (not golden) ones. Larvae produce narrow unlignified tip galls in reed (Phragmites australis) carrying a terminal "flag" of mostly only one leaf distinctly overtopping the gall. 272 publications deal with this species surely overlooked in many countries or mixed up with those of other Lipara spp. A rarely photographed species!
