This Limoniidae is from Voorthuizen, the Netherlands. Can someone help me identify it? It has a yellow and black striped thorax.

This is Dixidae, not Limoniidae.

Thanks! I'll buy a key as I have no one for this family.

In North America first flagellomere cylindrical (vs. slightly fusiform) indicates Dixella.

First flagellomere cylindrical, rarely slightly fusiform, katepisternum bare = Dixella
First flagellomere slightly fusiform, katepisternum commonly with setae = Dixa or Meringodixa

Genital characters for ambiguous cases omitted. Manual of Nearctic Diptera p. 331.
