agree! paper wasp. vespidae. Not so far from genus Polistes spp....

?A difficulty: ?it would be said that there is a double contracting with the petiole (Eumenidae), but without the claws difficult to say Eumenidae(bifides) or simple Vespidae Polistinae! ;)

In Japan there are some very similar but not conspecific Polistes species, for example P. snelleni. See my Japan Wildlife gallery.

There are other genera it seems.Try the authors of
