It's a nice fly (big eyes but doesn't look like Carcelia) - but I'd need to key it to get a name :)

That is a Tachinid and it is not a Carcelia.

Would need the specimen to say more

Exoristinae, might even be Exorista? Crosskey lists only Aplomya from Lycaenid hosts from the Orient. But this is old (1976) news!
