Given the place the photograph was taken, I see no other option, really.
Must be Culiseta annulata.
But, I am NO EXPERT at all, so don't believe me just like that and wait for the answer of a real expert!

I would agree - it looks like
Culiseta annulata (I'm no expert either!:))

It was the size, like a small crane fly, that amazed me. Would be afraid to have this one sucking on me. :o
Bodysize, whithout mouthparts, 11-14 mm. Is that possible for annulata ?
