Looks like a Geomyza sp (Opomyzidae).

Certainly a female of Geomyza. I suppose you didn't collect the specimen!? Looks interesting. The marking on the outer crossvein seems a bit aberant. Could be a female of G. martineki but hard to certain with only a picture available.
