Would be ok as to the Conops key (http://home.hccne...onops.html) if there was a silvery stripe from wing to leg 2 at the thorax sides. Otherwise we would arrive at C. vesicularis or C. flavipes that, however, seem not to be a good match. If only the silvery stripe was better visible (as in your C. insignis)...

This looks good for Conops silaceus female. This species and scutellatus are the only two known with completely yellow scutellum. The shimmer stripes are easily visible in pic 2. I have seen many specimens of this species from France.
