Can the species be identifiable?

On 12th August 2011, over a stone in mixed forest near lake. Aran Valley, middle-eastern Pyrenees.

I think this looks more like Anthomyia sp.

it cannot be Eustalomyia. Look at the abdomen. Abdomen should be more pointed for example.
Best to ask Ackland for genus..
