11/08/2011, Klein Schietveld (Brasschaat), Belgium. Chaetostomella or something close and is species ID possible? Thanks in advance!

I think the black spots at the front of the thorax (just behind the head) indicate Chaetorellia jaceae. Compare http://www.dipter...oto_id=482 with http://www.dipter...to_id=1579.
But you might want to wait for the opinion of an expert.

Yes. Chaetorellia jaceae R.-D. male. In this case, the wing pattern with oblique crossbands indicates to that species. Otherwise, the speices of this group are poorly IDable without dissection of female terminalia.
