Approx. 3 mm, photographed 22.07.2011 in northern Norway. Not sure of family, don't have Chaoboridae in my private gallery...

Looks like a male Ceratopogonidae with an unusually long and thin abdomen. Chaoboridae has mosquito-like terminalia and wing venation.
