Muscid (I think!) male.
4 sternopleurals, plumose arista, 2 pre-sutural DC.
Data: 25 June 11 visiting Daucus flowers on vegetated shingle, Chesil Bank, Dorset, SY669752, UK

It's a Muscidae indeed, but a female. This is an
Helina sp., probably the common
Helina reversio, but reliable ID from pictures are difficult for this genus.

Thanks Stephane: it keys out to the H. duplicata/communis couplet in Fonseca. According to NBN, both are synonyms of H. reversio.
