Can this be identified to subgenus? It is a dichoptic male with strong acrostichal and dorsocentral bristles, and so does not match the typical appearance of any of the subgenera in Melander's revision.

Should be Pararhamphomyia. I do not recognise the genitalia.

Melander wrote that males of Pararhamphomyia are holoptic. Is that no longer always true?

According to an American expert my fly is probably related to the Rhamphomyia atra group, and there are many similar undescribed species in North America.
