According to Adler and Currie in Manual of Central American Diptera all species south of the United States belong to tribe Simuliini. This is probably
Simulium. Most species in the family are (globally and regionally), the short basal r cell and indistinct or absent basal m cell are consistent, and Adler and Currie say that the genus contains all of the pest species of Central America. You would have to find a South American reference to be sure.
