Dear Stephen and Stefan,

it's certainly diaphorine, but might as well be a Chrysotus (there are a lot of larger, bluish coloured species down there). I don't have a good view on the shape of the face nor the insertion of the arista, which might provide useful characters.

Dear Marc,

The antennae inserted at the middle of the head, the relatively broad wings and the distance between veins R4+5 and M are typical characters of Diaphorus females.
