I have seen several of these so far this year without getting a good picture. I think the subfamily is Dolichopodinae. The marked wings are unusual.

I do not know this species, but think it may be
Dolichopus setifer Loew, 1861: Progr.Realsch.Meseritz 1861: 12 ** HT inMCZ. Type locality: USA: New York. Nearctic: Canada, USA: ON, QC, and NS, s. to NC (WI, MI, NY, VT, RI, NJ, DC) *

D. setifer in major features. I hope I will be able to get a better picture.
