Thought of Hybotidae first for this one, but guess it could be Empididae also? Don't really know how to seperate the two families. It's approx 3-4 mm, photographed 21.05.2011 in Bodø, northern Norway (in a forest close to the coast).

Empididae has CuA2 curved strongly back towards the base of the wing, Hybotidae does not. I don't know if these rules are universal with the taxonomic rearrangement that's been going on.
