I would think this is
Myopa buccata. We have 6
Myopa species in Norway.

Yes,
Myopa buccata is the most common species in Norway, but
Myopa fasciata and
Myopa testacea is also fairly common.

Myopa buccata. The whitish cross-vein r-m is diagnostic.
