This one isn't very distinctive but (providing I understand correctly the head features mentioned) seems to agree with couplet 17 of Ackland's key. This ought to diagnose a genus I think, but my download doesn't offer any solution to the first option in 17. Eyes bare, arista pubescent. Any level of diagnosis would be appreciated.

First look if the scutellum is bare beneath.
If it is bare it is Chirosia or Phorbia.
If not then i think you have to look at Delia / Botanophila..

Thanks Joke, the scutellum has hairs underneath so I will look in Delia/Botanophila.
