1. Malaysia
2. ~3-4mm
3. night shot, which never move even flash for >10 times

Toxoneura, something like that, yes, but perhaps there are other genera with similar appearance in Malaysia.

yes. Bombyliidae, and the genus is Toxophora sp. There are other species of Toxophora in Malaysia.
Toxoneura belongs to another family (Pallopteridae).
