Found during the day in the Kanuku mountains of Guyana last november.

It's in the subfamily Ceratopogoninae, exclusive of Culicoides. Notice how the fifth tarsomeres are held up off the leaf. That seems to be common in the predatory species; there are often long claws on those feet. A view of wing veins might narrow down the ID.
