Massachusetts, USA, June 2008. About 5 mm long.

I thought it might be Dolichopodidae.

Probably Rhaphium melampus (Loew), the only regional species with all black legs and long arista in the female. The color does not match the original description but the color pattern does; metallic Dolichopodidae seem to be highly variable in color when photographed with flash.
