Apparently a female Chironomini. I can't count flagellomeres but it has a long fore basitarsus, dorsal eye extensions, and R-M at an angle to R and M. The wing marking -- dark wings, white spot at apex, pale spot near tip of Cu -- is unusual and might be distinctive for a species.
