Dear Nikita,
My best guess would be a female Campsicnemus, certainly not a Hydrophorus. Like the latter genus, representatives of Campsicnemus are known to scate on shallow water surfaces.

(But it was posted 4 years ago when I only started to phographe insects and idea to try to ID them hasn't come to my mind yet. Now I know that it is Campsicnemus too :D. May be exactly after this fly I dicided to inquire who is who: it was so nice - early spring, pool with snow around and fly running on water surface!)
