Yes it is.
I must be able to identify this species without looking at the hind tibia.

The presence of only 1 pair of strong reclinate orbital setae is a big clue.
As is black palpus, 4 STPL and the head profiel.
Moreover, time of year (late summer / autumn) supports it.

Sturmia bella was going to be my guess too :) The bristles on the abdomen, orange-tipped scutellum, silvery face and absolutely bare eyes are good clues :)
