Hello all,
Using Stubbs' I key this out as
Schummelia.
Pic taken in Hasselt, Belgium 18-10-2010.
The angle of the picture could be better. :(

The two species of Schummelia (T.varicornis and T.yerbury) fly in summer. I miss the black pre-genital band.
Try the Limoniidae part of Stubbs (not my favorite)

This one is a winter crane fly in the family Trichoceridae. Notice the 2nd A vein drop sharply to attached the wing margin close to the base of the wing.
