This fly was about 1,5-2 mm long. Is it possible to tell Family and genus?

Looks like
Madiza glabra (Milichiidae). Since I don't know this family very well, it might be good to wait for confirmation :).

I agree with Paul that this is
Madiza glabra. I don't have a key to
Madiza species on my website, but all the species have a diagnosis. Go to
http://milichiida...ion/madiza and select the species name in the classification on the left.
