I want also such coloured halters!!!
Looks like an odd "Soldier Fly" (Stratiomyidae), but there are some more strange families of flies in the Neotropics....

This fly belongs to the New World endemic subfamily Raphiocerinae. They are very striking flies and although there is a very recent revision, I have a hard time identifying specimens I have on hand... it just does not work for me... therefore I can not tell you the genus, even I have a very similar specimen in my collection...
