Can someone please help with the ID of this fly seen today on Portsdown Hill?

To me, it looks like Tephritidae.

Yes, Saeed, you are right. However, it belongs now to another genus. Its valid name is Merzomyia westermanni (Meigen 1826) (Tephritidae)

Thank you saeed. I have checked on the web and you seem correct in the identification of the species by the wing pattern. see http://www.dipter...621280.jpg. Although it is a mounted specimen, there is enough wing showing to compare.
