To me, it looks like
Tephritidae.

Yes, Saeed, you are right. However, it belongs now to another genus. Its valid name is
Merzomyia westermanni (Meigen 1826) (Tephritidae)

Thank you saeed. I have checked on the web and you seem correct in the identification of the species by the wing pattern. see
http://www.dipter...621280.jpg. Although it is a mounted specimen, there is enough wing showing to compare.
