Thread subject: Diptera.info :: Tephritidae ?

Hello

I saw these tiny flies (less than 5 mm) on leaves of Onopordium acanthium, in a dry meadow.
They were stuck to each other; they didn't seem mating. Is that strange position a pre-mating behaviour?

Because of their size and the spots on wings, my guess is Tephritidae but.... ?

The flies seem to be a gay family, otherwise I cannot explain this.
