5th of July 2010, East Bohemia, CZ
running on the leaves surface (Salix sp.), during the stopping it elevates the forelegs, body length 3-4mm only

Very strange-looking fly ... not sure if it is even a tachinid but the petiolate median vein is quite convincing. Would be nice to key one.

It might be Litophasia.

Pretty amazing you've got both Litophasia AND Catharosia !
