Wow! This is Ulidiidae. Callopistromyia annulipes. Now present in Europe too, if I'm not mistaken! I would like to see this beauty!

Yes, this is a Callopistromyia, but another species:
Callopistromyia strigula (Loew, 1873)

Take a look at our paper (http://4257513665...eyev_1.pdf), Fig. 25.
