Thanks! I thought it might be it, because it is the only species mentionned on Verbascum in a note on Belgian tephritid :

It has nothing to do with
Verbascum, the fly infests
Leucanthemum (Asteraceae) flower heads. The host plant grows on meadows.

Indeed here is a picture of the spot where the fly was. Leucanthemum all over the place !
