this fly (~8mm), found to 15. June 2010, middle Germany, calcareous grasslands.
reminds me of Phryxe?

Looks more like an Exorista sp. - bare eyes, shadow fold on the median vein and pale yellow dusting on the face :)

If it is an Exorista (and I'd be surprised if it wasn't) then it belongs to the "Exorista rustica group" with 3 post-sutural dc.

Phryxe spp. have hairy eyes and lots of other features that conflict with this photo :)
