Phaonia seems correct.
Phaonia amabilis or
P. villana are two possible candidates to me.

Thank you for these additional pictures : notopleuron seems bare as I expected, what would rule in
Phaonia amabilis (=
rufiseta) according to the keys. It is not recorded from Norway, but very near (from Sweden). It seems also that your fly has the crucial character distinguishing it from the similar
Phaonia : on
P. amabilis, the two median stripes on scutum, seen from behind, are fused to form a single broad stripe, exactly as we can see on your 2nd picture. A view from behind could confirm that, but I am already confident. Also the base of 3rd antennal article which is yellow speak for this species...

It is always worth reporting new records of course, but I think the ID must be confirmed with a specimen in hands before, it is wiser.

This is why I stick to photos for the time being, I could post a pic of my entire "collection", though it bares many similarities to my two-year-old's collection of accumulated slugs after an hour of 'bug hunting', most of which are stuck to his hands.
To be serious, I caught it in a plastic cup with a lid, and when closing the lid the fly was on its way out :|
