I don't think an Anthomyiidae, looks more like a Azelia sp. to me...
Wait for Stephane, he can probable tell you more!

With this hemispherical head bearing strong frontal bristles and such a flatenned abdomen it is more likeley a male Fannia. Some Fannia have an Azelia-like abdominal pattern (like F. pusio and F. leucostica). But I can't tell whether it is the case here...
