Does the modified male metatarsus mean this is Hilara sp.? Why isn't the prey wrapped in silk?

Here's another pair from four days later. The wing looks like Empis, but the metatarsus still seems enlarged. Does this happen in Empis?

Ah, now I see in the Gallery that Empis chioptera has the big metatarsus, so maybe it is that.
